The key difference is the material and weave. Outdoor rugs are made from polypropylene or polyester. These fibres do not absorb moisture, don't grow mould and keep their colour under direct sun. The backing is the same synthetic material — no jute or cotton — so the rug doesn't deteriorate in damp conditions.
An indoor rug made of wool or viscose wouldn't survive this kind of exposure: it would soak up water, lose its shape and fade quickly.

Care is minimal: vacuum once a week, hose down with soapy water when needed and let the rug dry in the sun. Stains lift with a mild dish soap and a soft brush. For winter, it's worth moving the rug to a dry indoor space — not because the material will fail, but to keep it out of ice and snow.
For a terrace or balcony, work from the size of the seating zone: the rug should extend 30–40 cm beyond the furniture footprint, so chairs stay on the rug when pulled out. For a walkway between sun loungers, a long narrow rug of 80×200 cm is enough. For a generous terrace, go for 200×290 cm or a 200 cm round.

It's better to move the rug to a dry indoor space for winter. The material itself handles frost, but if the rug freezes into ice or gets covered in snow, it's easier to put it away than to clean it later.

For a standard 1×3-metre balcony, a rug of 80×200 cm or 120×170 cm works well. The main rule is to leave 10–15 cm of bare floor around the rug. For a corner chair with a footstool, a 120 cm round rug is plenty.
